roland guitar synth can do that, even got ice cold wind sounding setting. But quite troublesome thou, needing the synth pickup and such

fan gives choppy sound...

I find that every time I am at east coast I get them winds... are we talking the same winds here.. usually in east coast its the foul smelling sulphuric type... hehe... dun have to buy fan.. eat beans and eggs..  airhole |
